I am directed by the Board of Trade to acknow-

ledge the receipt of your letter of the 6th instant en-

closing a Draft of an Ordinance proposed to be substitut-

ed for the Hong Kong "Junks Ordinance 1902" and asking

for the views of this Department thereon.

In reply, the Board of Trade desire me to re-

quest you to be so good as to state to Mr Secretary

Lyttelton that in their opinion it would be advantageous

if all vessels of the class referred to in the Draft

Ordinance could be made to comply with the requirements

of the International Regulations as regards lights.

If,

however, the local authorities are satisfied that this is

impracticable, the Board cannot object to the arrangement

now proposed, but they desire me to point out that there

appears to be some doubt whether the Draft Ordinance is
